Canada Study Permits 2027: 150,000 New Student Target

Canada’s current immigration levels plan sets 150,000 new international student arrivals for 2027, down from 155,000 in 2026. Canada is keeping study permits tight as it works to cut its temporary population.

The numbers

YearNew international student arrivals (target)
2026155,000
2027150,000
2028150,000

The 2026 study permit cap was 408,000 in total, but most of that was for extensions. Only about 155,000 places were for new students.

Canada’s stated goal is to bring temporary residents down to 5% of the population by the end of 2027. A new levels plan for 2027 to 2029 is due around now. When it is published, it may confirm or change the 2027 figure. We will update this page.

What this means for students from Pakistan and Saudi Arabia

  • Places are limited. Apply early and choose your institution and program carefully.
  • Most applicants need a provincial or territorial attestation letter (PAL/TAL) with their study permit application. Your institution will explain how to get one.
  • Check the current proof-of-funds amount on the IRCC website before you apply. It is updated regularly.
  • Compare options. If Canada is uncertain for your intake, Australia and the UK are still taking new students, each with different post-study work rules.

Common questions

Is 150,000 the final number for 2027?

It is the current plan. A new levels plan due in late 2026 may confirm or change it.

Do master’s and PhD students need a PAL?

Rules on who needs a PAL/TAL have changed several times. Check with your institution and IRCC for your program.
